The aim of the PiCoLibre project is to develop a collaborative platform for developing software within an educational context. As a part of the PeCoVaLL project,. PiCoLibre implements the CoopX protocol, which allows it to interconnect with other software development platforms. A new faq module was released. Setup was improved by detecting passwords. A lot of bugs in the bug_report and Todo modules were fixed. The cvs_notify module was added.
The requirement for static CVS was removed. Code cleanup. Installs on the current stable phpGroupware version. Debian packages have been produced. Minor fixes and enhancements. The aim of the PicoForge project (previously known as PicoLibre) is to provide a set of high level libre software applications that are well integrated in order to provide a collaborative “forge”. It makes it easy to deploy a collaborative work platform for developing software or hosting other collaborative activities. Having started (as PicoLibre) in an educational context, PicoForge is now a quite generic platform, comparable (but sometimes less advanced) to other *-Forge software platforms.
It groups several high-level applications like phpGroupware, Sympa, TWiki, Subversion, and CVS. PicoLibre was renamed to PicoForge to reflect the “forge” nature of the platform. The installation now relies on Debian packages to ease system configuration. Many code cleanups were made along with a port to phpGroupWare’s stable release. Subversion is now available in addition to CVS. TWiki wikis were added for projects. Several bugs were fixed. This is the current stable version after major bugfixes.
Savane is a Web-based Free Software hosting system, originally based on SourceForge 2.0. It currently includes bug tracking, project and member management, mailing lists, and individual account maintenance. This release has trivial cosmetic changes, enhanced session verification, and a script to monitor the number of messages pending in the mailman queue. A bug in user management which caused user accounts to be deleted when they were no longer members of any group has been fixed.

Yes, you can get it with escouts, but I can personally reccomend cubscout. I did do a lot of looking around before chosing webhosting, and I have never had any problems with cubscout.ws, just great reliable service. Yes, with escouts you get more diskspace, but to be honest, 20MB is more than enogh for anyone, and you do get 5x more data transfer per month with cubscout which is useful if you want to get lots of visitors. oh yes, and most of the things that you listed that you get with escouts, are what come with cpanel, and you get cpanel with cubscout.ws. overall, they are very similar packages, but personally, I would recommend cubscout to anyone.
